Manitoba held a new immigration draw on December 16.
The Manitoba Provincial Nominee Program (MPNP) invited a total of 349 immigration candidates across three Provincial Nominee Programs (PNPs):
- Skilled Workers in Manitoba — 296 invitations with a minimum EOI score of 447;
- Skilled Workers Overseas — 13 invitations with a minimum EOI score of 712; and
- International Education Stream — 40 invitations with no EOI score requirement.
Among these invitations, 64 were issued to candidates in the Express Entry system.

Through its entrepreneurship project, the province is expecting to generate $20 million into the Ontario economy.
Ontario is seeking 100 immigrant entrepreneurs over the next two years to start or grow a business in regions outside of the Greater Toronto Area.
Interested business owners and developers can apply through the existing Entrepreneur Stream of the Ontario Immigrant Nominee Program (OINP). Each entrepreneur who is selected will be required to invest a minimum of $200,000 into their business.
Applicants may get a provincial nomination once their business has been operating for 18 to 20 months in Ontario. They can use the nomination to apply to the federal government for Canadian immigration.

It has been nearly a full year since Canada held its last all-program Express Entry draw.
Canada invited 746 Express Entry candidates to apply for permanent residence on December 22.
Invited candidates had previously received a nomination through a Provincial Nominee Program (PNP), adding 600 points to their base human capital score. As a result, the minimum cut-off for this draw was 720.
Immigration, Refugees and Citizenship Canada (IRCC) has only been holding PNP draws since September—this is now the eighth in a row. According to an internal briefing memo, IRCC has paused CEC invitations to catch up on its backlog. In the memo, the department has said it wants to cut Express Entry backlogs in half before it considers inviting candidates from other programs.
In the previous PNP draw, IRCC invited a record-breaking 1,032 PNP candidates to apply. The minimum score in that draw was 698.

Canada had an all-time high of 912,600 job vacancies in the third quarter of 2021, according to a new Statistics Canada report.
This occurred as Canada’s economy continued to recover amid the easing of public health restrictions. The record-high level of job vacancies was due to growth in overall employment and falling unemployment.
Statistics Canada notes the 912,600 job vacancies in Q3 2021 was 62.1 per cent higher (349,700 more jobs) than in Q3 2019. Proportionally, the largest increase in job vacancies was in Saskatchewan, followed by Quebec, and Ontario.
Job vacancies increased in 18 out of 20 major industrial sectors between Q3 2019 and Q3 2021. Five sectors accounted for nearly 68 per cent of the increase: accommodation and food services, health care and social assistance, construction, retail trade, and manufacturing.

IRCC achieved the goal by focusing on transitioning temporary residents living in Canada during the pandemic to permanent resident status.
Canada has landed over 400,000 new permanent residents in 2021 for just the second time since it was founded as a country in 1867.
This has just been confirmed in a news release by Immigration, Refugees and Citizenship Canada (IRCC).
The department also confirmed that the country has broken its all-time record for permanent residence landings in a year.
The only other time Canada surpassed the 400,000 immigrant figure was in 1913, but the onset of the First World War saw immigration to the country drop in the following years.
Prior to the pandemic, Canada set a goal of welcoming 341,000 new immigrants in 2020. It only landed 184,000 last year due to the pandemic. However, it doubled down on immigration to support its post-pandemic economic recovery by announcing it would target the arrival of 401,000 new permanent residents in 2021.
IRCC has been able to meet its Immigration Levels Plan target this year through a technicality. A landing can occur either by a temporary resident of Canada seeing their legal status change to permanent residence, or by them arriving to Canada from abroad and officially gaining permanent resident status. Prior to the pandemic, most new immigrants came from overseas. This year, however, IRCC has focused on transitioning those within the country to achieve its newcomer goal. The rationale has been those within Canada are less likely to be impacted by COVID-related disruptions that may impede their ability to land as a permanent resident.

One of the eligibility criteria to become a Canadian citizen is that you need to have been physically present in Canada for three out of the last five years.

The number of job vacancies increased by 72% in Canada compared to the same period in 2019, according to Statistics Canada.
The number of job vacancies in Canada remains high with 874,700 unfilled positions, according to the latest Statistics Canada figures.
Data from November suggests the number of job vacancies was down 9.3% from October, but still significantly higher than before the start of the pandemic. Although the last two months have seen a decline from the all-time high recorded in September, the number of unfilled positions remains 72% above that of the fourth quarter of 2019.
The job vacancy rate, which measures job vacancies as a share of all vacant and filled positions, was 5.1% in November, up 2.1 percentage points from before the pandemic, according to Statistics Canada.

Canada has set an even higher bar, as it will look to welcome 451,000 new immigrants by 2024. In a statement to CIC News, Immigration Minister Sean Fraser explained the rationale for the new levels plan.

If you are a Canadian permanent resident working in the U.S., your work days do not count against your physical presence requirement for Canadian citizenship as long as you have a residence in Canada and return for at least part of the day.

Express Entry levels 2022-2024
Canada is aiming to admit 55,900 immigrants through Express Entry-managed programs this year, according to Canada’s Immigration Levels Plan 2022-2024 released on February 14. That figure does not include the 83,500 PNP immigrants Canada expects to welcome this year, although not all of these will come through Express Entry.
The new Express Entry targets are nearly half of what the previous multi-year levels plan called for. In the 2021-2023 levels plan, Canada anticipated the number of Express Entry immigrants would be 108,500 in 2021.
The Express Entry targets for next year are also reduced compared to previous targets to 75,750. Targets appear to return to more normal levels in 2024, when Canada projects to welcome 111,500 through Express Entry.
The immigration targets for 2023 onward could change in the fall, as the immigration minister will have to table the next multi-year immigration levels plan by November 1. The reason the 2022-2024 targets were delayed was because of the federal election in September.
Part of the reason Canada reduced targets is so that IRCC can process its backlog of immigration applications. As of February 1, there are more Express Entry applications in the queue than Canada needs to meet its targets for the year. The reduction also appears to be part of an IRCC effort to process applications for the Temporary Residence to Permanent Residence (TR2PR) program, and accommodate the goal of resettling 40,000 Afghan refugees.

That figure does not include the 83,500 PNP immigrants Canada expects to welcome this year, although not all of these will come through Express Entry.
The new Express Entry targets are nearly half of what the previous multi-year levels plan called for. In the 2021-2023 levels plan, Canada anticipated the number of Express Entry immigrants would be 108,500 in 2021.
The Express Entry targets for next year are also reduced compared to previous targets to 75,750. Targets appear to return to more normal levels in 2024, when Canada projects to welcome 111,500 through Express Entry.
The immigration targets for 2023 onward could change in the fall, as the immigration minister will have to table the next multi-year immigration levels plan by November 1. The reason the 2022-2024 targets were delayed was because of the federal election in September.
Part of the reason Canada reduced targets is so that IRCC can process its backlog of immigration applications. As of February 1, there are more Express Entry applications in the queue than Canada needs to meet its targets for the year. The reduction also appears to be part of an IRCC effort to process applications for the Temporary Residence to Permanent Residence (TR2PR) program, and accommodate the goal of resettling 40,000 Afghan refugees.

Quebec's immigration ministry released details of the third immigration draw held this year.
Quebec invited 523 skilled workers to apply for permanent selection on February 10.
The invitations were issued by the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) to immigration candidates applying under the Quebec Regular Skilled Worker Program (QSWP).
Candidates had to have profiles in the Arrima Expression of Interest system with scores of at least 592 points and an occupation among the following

British Columbia has now issued over 1,300 invitations to apply for provincial nomination since the start of the year
British Columbia invited 160 immigration candidates through Provincial Nominee Program (PNP) draws held on February 22.
The province held two draws through the British Columbia Provincial Nominee Program (BC PNP) and invited candidates from the Skills Immigration (SI) and Express Entry BC (EEBC) streams.
Invitations were issued to those from the Skilled Worker, International Graduate as well as Entry Level and Semi-Skilled sub-categories of SI and EEBC streams

Ontario's newest Human Capital Priorities draw invited candidates with CRS scores of 455 and up.
On February 22, Ontario invited 773 Express Entry candidates working in targeted occupations to apply for a provincial nomination.
The Ontario Immigrant Nominee Program (OINP) invited candidates who may be eligible for the Express Entry Human Capital Priorities Stream (HCP). These candidates needed to have a profile in the Express Entry system with a Comprehensive Ranking System (CRS) score between 455 and 600.
The maximum of 600 is the most points Express Entry candidates can get without a provincial nomination. Prior to this draw, candidates whose CRS score was above the maximum range would not be eligible to apply for the nomination.
Ontario invited candidates who had created an Express Entry profile between the dates of February 22, 2021, and April 29, 2021. To be eligible for the nomination, candidates need at least one year of work experience in the following targeted occupations listed below by NOC code:

For the second time in two days, Express Entry candidates did not have a CRS cap in the new Ontario PNP draw.
Ontario invited 818 Express Entry candidates to apply for a provincial nomination on February 24.
The Ontario Immigrant Nominee Program (OINP) invited candidates who may be eligible for the Ontario Express Entry Skilled Trades Stream. These candidates needed to have a profile in the Express Entry system with a Comprehensive Ranking System (CRS) score of at least 359. Ontario invited candidates who had created an Express Entry profile between the dates of February 24, 2021, and February 24, 2022.
